On June 25, 2009 an AP story reported that California Corrections Secretary Matthew Cate had informed the federal court that the Schwartzenegger adminstration would not go along with a previously announced agreement to build two prison health facilities at a cost of $1.8 billion.  RBG’s Michael Bien who represents mentally-ill inmates in a long-running class action suit who would have benefitted from the compromise plan commented, “Once again, plans have been abandoned and nothing is happening.  There’s one consistent message: the prisons cannot care for the mentally ill and they have no plans to do so.”
