On March 8, 2023, U.S. Magistrate Judge Edmund F. Brennan preliminarily approved a Second Amended Consent Decree aimed at improving mental health treatment and suicide prevention measures at the Yuba County Jail in Marysville, California. A copy of the Second Amended Consent Decree (“SACD”) is available here.
Class members at the Jail will be given written notice of the SACD and will have until April 14, 2023, to submit written comments or objections to the Court. That notice is here. All comments or objections must include at the top of the page the case name and number (Hedrick v. Grant, No. 2:76-cv-00162-JAM-EFB). All comments must be postmarked no later than April 14, 2023, and sent to the following address:

The Court will consider all comments and objections and will hold another hearing on May 17, 2023 to determine whether to grant final approval to the SACD. If the SACD receives final approval, its terms will supersede those in an Amended Consent Decree (ACD) that is set to expire on May 31, 2023. The SACD extends for two years all provisions of the ACD relating to mental health and suicide prevention and imposes certain additional requirements aimed at improving the availability and quality of care for people with serious mental illness who are incarcerated at the Jail. The SACD also provides for the appointment of a third-party monitor with mental health expertise to assess whether Defendants are complying with the SACD.
